ElevenLabs Commercial Use: Which Plan Can You Monetise?
The ElevenLabs free plan is for personal, non-commercial use and requires attribution. Every paid plan from Starter at $6 a month includes a commercial licence. So if your voiceover is going into a monetised YouTube channel, a podcast with sponsors, an audiobook or an ad, you need at least Starter.

What counts as commercial use
Needs a paid plan
Monetised YouTube videos, sponsored podcasts, audiobooks for sale, ads, client voiceovers and anything sold or earning revenue.
Fine on Free
Personal projects, testing voices and non-monetised experiments, with attribution to ElevenLabs.
Voice cloning
Cloning a voice requires rights to that voice. Professional Voice Cloning starts on Creator, and cloning someone else without consent breaks the terms.
Picking a plan by volume
Commercial rights are the same on every paid plan, so choose by how much audio you publish. A weekly ten-minute video needs about 40 minutes a month, which Starter's 30 minutes cannot cover but Creator comfortably does.
Annual billing gives about two months free, roughly 17% off, which brings Creator to around $18.33 a month once your volume is steady.
Before you publish
Upgrade before, not after. Audio generated on the free plan is not covered by a commercial licence, so generate final commercial audio on a paid plan.
Only clone voices you have rights to. Your own voice, or one you have written consent to use.
Estimate minutes first. Multiply finished monthly audio by 1,000 credits and pick the plan that covers it.
